Google Calendar app provides really a nice control over how to share your calendar. Following are your options:
1 – Open your Google Apps control panel and then go to Settings -> Calendar. You will see a General tab on right hand side pane. In this screen you will be able to setup the highest level of sharing that you want to allow for your users. Make appropriate changes and then click Save Changes button at the bottom. Now go to Google Calendar App by hitting navigating to: https://www.google.com/calendar/render?pli=1
Note: The settings you select for your calendar sharing from Google Apps control panel will become the default settings of all the calendars your users will create under your organization; through Google Calendar Apps's interface or through Google Data API.
2 - Open your Google Calendar App’s main page and then click on the triangle right next to the calendar you want to share and then click “Share this Calendar” option as shown in following picture.
3 – Step 3 will bring you to Share this Calendar screen and over here select appropriate settings for your calendar sharing and click Save.
4 – If you want to share it with specific people and want to allow for certain operations on your calendar then scroll down till Share with specific people section.
5 – Enter the email address of the user you want to allow for certain operations on your calendar, select the appropriate permission and then click Add Person button and then press Save.
